A qualidade dos serviços prestados na administração pública em Portugal: Um inquérito aos utentes da Junta de Freguesia do Lumiar (Lisboa)

Os estudos realizados no campo da administração pública revelam que a nível da Europa e
particularmente em Portugal, foram implementadas reformas consubstanciadas,
principalmente, nas estruturas e nos processos internos das instituições públicas visando a
melhoria da qualidade dos serviços prestados. No entanto, apesar dos resultados positivos
destes processos reformistas, existe um défice de pesquisas que abordam de forma sistemática
a relação entre as características sociodemográficas dos utentes e a percepção que os mesmos
têm sobre a qualidade dos serviços. A presente investigação, realizada na Junta de Freguesia do
Lumiar procura analisar a influência do nível de escolaridade e da profissão dos utentes na
avaliação que fazem sobre a qualidade dos serviços da instituição em referência, tendo como
base a aplicação de 80 questionários aos utentes da referida instituição. Os dados analisados
permitem concluir que a grande maioria dos utentes manifesta um sentimento de satisfação com
a qualidade dos serviços prestados pela instituição, independentemente da profissão e do nível
de escolaridade. Porém, os utentes detentores de um diploma universitário destacam-se por
declarar em maior percentagem estarem muito satisfeitos com a relação preço/ qualidade dos
serviços prestados pela instituição. A insatisfação com o tempo de espera atinge valores mais
elevados entre os utentes que concluíram apenas o ensino básico e entre os que desempenham
profissões menos qualificadas como, jardineiros e governantes. Esta pesquisa, revela ainda a
necessidade de a junta de freguesia em referência “aumentar a sua capacidade de resposta” e
“aprimorar o uso de ferramentas tecnológicas” ajustadas às necessidades dos utentes.

The studies carried out in the field of public administration reveal that at the level of Europe
and particularly in Portugal reforms were implemented, mainly in the structures and internal
processes of public categories, to improve the quality of services provided. However, despite
the positive results of these reforming processes, there is a lack of research that systematically
addresses the relationship between users' sociodemographic characteristics and their perception
of the quality of services. The present investigation, implemented at the Lumiar Parish Council,
has the purpose of analyzing the influence of the level of education and the profession of the
users in the assessment they make on the quality of the services of this institution, based on the
application of 80 questionnaires to its users. The collected data indicates that the most of clients
express a feeling of satisfaction with the quality of services provided by the institution,
regardless of profession and level of education. Although, users holding a university degree
stand out stating in a higher percentage that they are very satisfied with the price-quality ratio
of the services provided by the institution. On the other hand, the data shows dissatisfaction
related to the waiting time reaching higher values among customers who have just completed
basic education and those who perform less qualified professions such as gardeners and
government officials. This survey reveals the need for Lumiar Parish Council "increase their
response capacity" and "improve the use of technological tools" to adjust to the needs of
different type of users.
