A presente pesquisa tem como tema: “Política Nacional de Educação Especial orientada para a Inclusão Educacional em Angola: o Agendamento”. Ela levou-nos à formulação do seguinte problema científico: O que explica o agendamento da “Política Nacional de Educação Especial Orientada para a Inclusão Educacional” em Angola? Para fazer face ao problema levantado e tendo como suporte o modelo de análise “Múltiplos Fluxos de John Kingdon” traçou-se como objectivo geral o seguinte: Identificar e descrever as relações entre autores no processo de transformação da condição em problema, bem como as alternativas de acção e as condições políticas que determinaram a redefinição da Política Nacional de Educação Especial em Angola. Do objectivo geral, derivaram os seguintes objectivos específicos: Determinar os autores indispensáveis para o surgimento/formulação da política pública em estudo; Descrever os aspectos importantes em termos de problemas, alternativas existentes e condições políticas que impulsionaram a redefinição da Política Nacional de Educação Especial em Angola, Relacionar os processos políticos que determinaram a junção dos fluxos. No intuito de atingirmos os objectivos preconizados e, partindo duma “Abordagem Qualitativa” com forte pendor para o método de colecta de dados, seleccionou-se as pesquisas bibliográfica e documental como principais e, como auxiliar, a entrevista. Portanto, conclui-se que, a influência de actores nacionais e internacionais bem como o novo contexto político, económico e social de Angola foram determinantes para o agendamento e a reformulação da política pública em análise; e que a ineficiência do modelo segregacionista que, caracteriza a política pública em estudo, motivou a elaboração/reformulação da Política Nacional de Educação Especial em Angola, agora virada para a Inclusão Educacional.

The theme of this research is “The National Special Education Policy oriented to the Educational Inclusion in Angola: the Agenda”. This theme leads us to formulate the following scientific problem: What explains the Agenda of the "National Policy Oriented to Special Education for Educational Inclusion" in Angola? To address the problem raised and having to support the analysis model “Multiple Streams of John Kingdom”, it was outlined as a general objective the following: identify and describe the relationships between authors in the process of transformation of the condition in problem, as well as the alternatives of action and political conditions that led to the redefinition of the National Education Policy in Angola. From the general objective lead to the following specific objectives: Determine the essential factors for the rise / formulation of public policy in study; describe the important aspects in terms of issues, existing alternatives and political conditions that promoted the redefinition of the National Policy on Special Education in Angola, to relate the political processes that determined the junction of flows. In order to achieve the stated objectives and, starting from a "Qualitative Approach" with a strong emphasis on the method of data collecting , was selected the bibliographical and documentary research as the main method, and the interview as a supporting one. Therefore we reach the conclusion that the influence of national and internationals actors as well as the new political, economic and social context of Angola, were determinant factors for the agenda and reformulation of the public policy now analysed; and that the inefficiency of the segregationist model that characterises the public policy now studied, has motivated the elaboration of the special education national policy, now turned to education inclusion.
