A presente dissertação consiste, numa investigação em Serviço Social sobre !O Processo de Adoção em Portugal no século XXI", incidindo no processo de seleção do candidato face à criança que se encontra com medida de adotabilidade e posterior impacto que tem na criança quando surgem situações de devolução da mesma ao acolhimento residencial. Assim, tendo por base a metodologia de um trabalho científico, nesta investigação foi dado o uso ao paradigma interpretativo e uma abordagem qualitativa, iniciada através de uma pesquisa bibliográfica, seguida de uma análise de conteúdo. A técnica de recolha de dados utilizada, foi a entrevista, orientada por um guião, aplicado aos profissionais que exercem funções diretas na avaliação dos candidatos a Adoção e que trabalham com as crianças que se encontram acolhidas em Casa de Acolhimento. Foi deste modo formulado como objetivo geral: Identificar as práticas de intervenção social ao longo do processo. E como objetivos específicos: a) Caraterizar a Adoção como resposta social de alternativa em meio natural de vida; b) Clarificar como é feita a seleção do candidato face à criança que se encontra com medida de adotabilidade; c) Categorizar os suportes teóricos e metodológicos específicos ou complementares do processo de Adoção; d) Identificar quais os riscos e os benefícios para o desenvolvimento da criança em alternativa fora do seio familiar biológico. Com os resultados obtidos, podemos concluir que existe uma evolução progressiva sobre a importância da Adoção no que concerne ao superior interesse da criança e aos direitos que a mesma tem em crescer em contexto familiar ao invés do acolhimento residencial. Foi possível aferir o procedimento burocrático desde a aplicação da medida de adotabilidade em Tribunal até à integração da criança na família adotiva, bem como é feito o processo de seleção do candidato, sendo este um trabalho meticuloso, analisando ao pormenor as características da família e se a mesma corresponde às necessidades da criança. Existe uma preocupação por parte dos profissionais sobre o acompanhamento feito ao candidato, que carece de melhorias ao nível da disponibilidade, o que se torna inviável tendo em conta ao défice do número de técnicos que constituem a UAACAF.

This dissertation consists of a research in Social Work on "The Adoption Process in Portugal in the 21st Century", focusing on the process of selection of the candidate in relation to the child who has adopted measures and subsequent impact on the child when situations, such as returning it to the residential care arise. Consequently, this investigation was based on the methodology of a scientific work, using the interpretative paradigm and a qualitative approach, initiated through a bibliographic research, followed by a content analysis. The data collection technique used was the script-oriented interview, applied to professionals who perform direct functions in the evaluation of Adoption candidates and who work with children who are hosted in a foster home. As result, the leading objective aimed was to identify the practices of social intervention throughout the process. Moreover, the specific objectives were: a) Characterize Adoption as a social response as an alternative in the natural environment of life; b) Clarify how the selection of the candidate is made in relation to the child with a measure of adoptability; c) Categorize the theoretical and methodological specific supports or complementary to the Adoption process; d) Identify the risks and benefits to the development of the child as an alternative outside the biological family. With the obtained results, we can conclude a progressive evolution about the importance of the Adoption regarding the best interest of the child and its rights to grow in a family context instead of residential care. It was possible to measure the bureaucratic procedure from the adoption of the adoptability measure in Court to the integration of the child in the adoptive family, as well as the process of selection of the candidate, which is a meticulous work, analyzing in detail the characteristics of the family and whether it corresponds to the needs of the child. There is a concern on the part of professionals about the follow-up to the candidate, which needs improvements in the availability, which is impracticable given the shortage of UAACAF staff.
