Esta dissertação aborda a temática de Políticas Ativas no Mercado de Trabalho,
analisando as suas tendências históricas bem como os tipos de políticas existentes. O
objetivo consiste no estudo das diferenças entre Portugal e Espanha nas políticas
adotadas focadas nos jovens, durante a pandemia. Para isto, abordou-se quatro
dimensões fundamentais: o alinhamento com a União Europeia, muitas vezes com o
papel de financiadora das políticas; os tipos de políticas aplicadas; o envolvimento dos
empregadores; e, por fim, os tipos de contratos de trabalho que as políticas fomentam.
Portugal e Espanha são idênticos em todas as dimensões, sendo que existe um
pequeno contraste no envolvimento dos empregadores.

This dissertation addresses the topic of Active Policies in the Labor Market, analyzing its
historical trends as well as the types of existing policies. The objective is to study the
differences between Portugal and Spain in the policies adopted focused on young people
during the pandemic. To this end, four key dimensions will be addressed: the alignment
with the European Union, often the funder of the policies; the type of policies applied; the
involvement of employers; and, finally, the types of labor contracts that the policies foster.
Although the countries are similar in some regards, they have different methods of
applying these policies. Portugal and Spain are identical in all dimensions, with only
some differences in the involvement of employers.
