Os ataques de 11 de Setembro de 2001 e a consequente percepção da ameaça terrorista fizeram com que se começasse a dar cada vez mais atenção aos chamados grupos terroristas, mas também aos Estados que pareciam estar a operar como santuários para estes elementos, funcionando como locais de estabelecimento de campos de treino, apoio logístico e sitios preferenciais de recrutamento.
A Somália, sem governo efectivo desde a saída do ditador Siad Barre e alvo de ínumeras intervenções externas, directas e indirectas, é talvez um dos melhores exemplos para uma análise mais profunda sobre as ligações que poderão existir entre um país tradicionalmente caracterizado como um Estado falhado e um alegado grupo terrorista, neste caso a Al Shabaab.

The September 11 attacks in 2001, and the consequent perception of the terrorist threat that came with them, caused an increase of attention to the so-called terrorist groups, but also to the States that seemed to be operating as safe-havens for these elements, functioning as secure places for the establishments of training camps, for logistical support and good recruitment sites.
Without an effective government since the fall of the dictator Siad Barre, and being a country that has gone through several external interventions, direct and indirect, Somalia is perhaps one of the best case studies for a deeper analysis of the links that may exist between a country that is normally characterized as a failed State and an alleged terrorist group, that in this case is Al Shabaab.
