A criação do AFRICOM, em 2007, revelou uma aproximação dos EUA a África,
representando um aumento da importância estratégica do continente africano. O
AFRICOM apresentava algumas inovações relativamente aos restantes comandos de
combate norte-americanos, uma vez que assumia uma postura interdepartamental ao
incluir na sua estrutura, para além dos militares e civis do Departamento de Defesa,
indivíduos de outros departamentos norte-americanos. A postura adoptada pelo
comando de combate consistia no Princípio de Segurança Ativa, caracterizado por um
engajamento em tempos de paz. A ação do AFRICOM consistia, essencialmente, na
capacitação dos países parceiros africanos, embora também desenvolvesse iniciativas
de caráter contra-terrorista. A postura dos países africanos perante a criação do
AFRICOM foi, inicialmente, negativa, embora se tenha verificado uma evolução
positiva ao longo do tempo.

The AFRICOM’s creation, in 2007, revealed a closer approach of the United States
towards Africa, which represented an increasing strategic importance of the African
continent. Compared to its counterparts, AFRICOM presented some innovations, by
including in its structure, not only militaries and civilians from the U.S. Department of
Defense, but also officials from civil agencies. The AFRICOM’s posture consisted in
the Principle of Active Security, which were characterized by a peace time
engagement. AFRICOM’s activities consisted, essentially, in building African partners
capabilities, but had also developed counter-terrorist initiatives. The African countries’
posture towards the creation of AFRICOM was, in the beginning, negative. Though,
there was a positive trend over the time, with the African countries being more
approachable to the AFRICOM’s iniciatives.
