Desde a década de 1990 que o recurso a uma abordagem global para lidar com crises e conflitos
externos é discutida dentro da UE, no entanto só a partir de 2013, após o tratado de Lisboa e mais
concretamente aquando da crise migratória, que colocou diversos desafios à UE, é que esta se materializou.
A presente dissertação pretende analisar a Operação Militar EUNAVFOR MED (Operação Sophia) através
do conceito de “Abordagem Global” (Comprehensive Approach) proposto, em 2013, pela Alta Representante
Catherine Ashton, no contexto da evolução do debate político e académico sobre a “actorness” da UE. Neste
trabalho procederemos à análise de diversos documentos oficiais da UE, suportada por trabalhos académicos,
para demonstrar como a UE tem um carácter político bastante forte, tanto a nível interno como externo, e
que recorre ao conceito de oportunidade (Bretherton e Vogler, 2006) para levar a cabo o estabelecimento de
uma ligação sem precedentes entre a área da PCSD (exclusivamente externa) e a área da Justiça e Assuntos
Internos, que reflecte a crescente interligação entre aspectos externos e internos de segurança no contexto
Europeu.

Since the 1990s, the use of a comprehensive approach to deal with external crises and conflicts
has been discussed within the EU, however only since 2013, following the Lisbon Treaty and more precisely
during the migration crisis, which posed several challenges to the EU, was this approach materialized. This
dissertation analysed the Military Operation EUNAVFOR MED (Operation Sophia) in light of the concept
of “Comprehensive Approach” proposed, in 2013, by High Representative Catherine Ashton, in the context
of the evolution of the political and academic debate about EU “actorness”. In this work, we will analyse
several official EU documents, supported by academic work, to demonstrate how the EU has a very strong
political character, both internally and externally, and that it uses the concept of opportunity (Bretherton and
Vogler, 2006) to carry out the establishment of an unprecedented link between the area of the CSDP
(exclusively external) and the area of Justice and Home Affairs, which reflects a growing interconnection
between external external and internal security in the European context.
