O presente estudo tem por objetivo analisar a implementação dos requisitos de capital
contracíclicos, introduzidos no mercado financeiro através da reformulação do acordo de
Basileia, dando origem ao acordo de Basileia III.
Uma das alterações desencadeadas pela reformulação do acordo de Basileia, trata-se da
introdução do conceito de reservas de capital contracíclicas, sendo este um dos principais
instrumentos disponibilizados às autoridades macroprudenciais. Este novo mecanismo, tem
por objetivo a eliminação da pró-ciclicidade entre a evolução do crédito e os ciclos
económicos, através da sua suavização, reduzindo a acumulação de riscos em tempos de
maior prosperidade económica, e garantindo maior robustez do sistema bancário na absorção
de perdas em períodos de recessão.
De acordo com o Comité de Basileia, a parametrização da reserva de capital contracíclica,
deverá ter em consideração o cálculo dos desvios entre o rácio do crédito sobre o PIB face à
sua tendência de longo prazo, contudo a definição do momento de captação e libertação de
reservas, não poderá ser analisada de forma linear, existindo a necessidade de adequação do
indicador consoante as suas propriedades e consoante a expetativa das entidades de
supervisão.
No decurso desta dissertação, será explorada a metodologia sugerida pelo Comité de Basileia,
para a criação de reservas de capital contracíclicas, assim como algumas metodologias
alternativas introduzidas ao longo dos últimos anos, tendo por objetivo a adequação dos
indicadores aos propósitos da reserva capital. Adicionalmente será ainda abordada a
introdução de indicadores alternativos e a respetiva análise aplicada ao sistema económico
nacional.

The purpose of this study is to analyze the implementation of the countercyclical capital
buffer introduced in the financial market through the reformulation of the Basel agreement,
giving rise to the Basel III.
One of the changes triggered by the reformulation of the Basel agreement is the introduction
of the concept of countercyclical capital buffer, which is one of the main instruments
available to macro-prudential authorities. This new mechanism aims at eliminating the procyclicality between credit evolution and economic cycles, by smoothing it down, reducing the
accumulation of risks in times of greater economic prosperity, and ensuring greater robustness
of the banking system in the absorption of losses in periods of recession.
According to the Basel Committee, the parameterization of the countercyclical capital buffer
should take into account the calculation of the deviations between the credit-to-GDP ratio
against its long-term trend, but the definition of the moment of constitution and release of
buffer, cannot be analyzed in a linear manner, and there is a need to adjust the indicator
according to its properties and depending on the expectations of the supervisory entities.
In the course of this dissertation, the methodology suggested by the Basel Committee for the
creation of countercyclical capital buffer will be explored, as well as some alternative
methodologies introduced over the last years, aiming at the adequacy of the indicators for the
purposes of the capital reserve. Additionally, the introduction of alternative indicators and
their analysis applied to the national economic system will also be addressed.
