Após a crise económica e financeira de 2008, a política orçamental é uma temática prioritária
na agenda política da União Europeia. Devido à importância da política orçamental, os EstadosMembros debruçaram-se sobre a reconstrução económica e monetária para a existência de uma
reabilitação da crise, construindo um novo regulamento sobre os valores do défice orçamental
redigidos no Tratado de Maastricht. Nos dias que decorrem, Portugal é apontado como um dos
Estados-Membros mais afetados com a crise económica, apresentando e ultrapassando valores
exorbitantes de défices orçamentais, devido às decisões políticas impostas pelos governos
portugueses tendo, inclusive, de pedir ajuda monetária ao Fundo Monetário Internacional. A
presente investigação de carácter exploratório, através de uma metodologia quantitativa,
pretende identificar quais os fatores que influenciam o incumprimento do défice orçamental em
Portugal.

Following the economic and financial crisis of 2008, fiscal policy is a priority issue on the
political agenda of the European Union. Due to the importance of fiscal policy, Member States
have engaged in economic and monetary reconstruction for the rehabilitation of the crisis by
constructing a new regulation on the values of the budget deficit drafted in the Maastricht
Treaty. In recent days, Portugal has been one of the Member States most affected by the
economic crisis, presenting and surpassing exorbitant amounts of budget deficits, due to the
political decisions imposed by the Portuguese governments and even requesting monetary aid
from the International Monetary Fund. The present exploratory research, through a quantitative
methodology, intends to identify the factors that influence the non-fulfillment of the budget
deficit in Portugal.
