Esta dissertação pretende estudar o Marketing Político e a sua aplicação nas Autárquicas
de 2009 em Oeiras. Assim, procurou-se clarificar o conceito de Marketing Político, bem
como, apresentar a sua evolução e tendência actual. Procedeu-se também ao enquadramento
social e político do país e do concelho, para cientes das especificidades destas eleições se
poderem identificar processos e tendências do Marketing aplicados pelas diversas
organizações políticas. Para este efeito, recorreu-se à análise de estudos de opinião realizados
à população e a entrevistas aos directores de campanha de quatro grupos políticos envolvidos.
Também foi entrevistado um candidato às eleições autárquicas de 2005 e um especialista na
área dos estudos empíricos.
Mediante a análise realizada entendeu-se que apesar de algum amadorismo, fruto de
condicionalismos legais e financeiros, foram aplicados processos e princípios do Marketing à
realidade política, sendo que os métodos e estratégias identificados se enquadram nos
conceitos teóricos apresentados na primeira fase do trabalho. A força política vencedora, o
IOMAF, é reconhecida como aquela que recorreu à mais eficiente e abrangente panóplia de
instrumentos do marketing. Isto, e o facto de ter adoptado a estratégia mais orientada para o
mercado político, em conformidade com a tendência actual desta vertente do Marketing,
alicerçado à força das características positivas da sua Marca terá contribuído para o resultado
final. Assim, considera-se que estão reunidas as condições para no futuro se definir um
Processo de Marketing Político de âmbito local adaptado à realidade portuguesa.

This dissertation intends to study Political Marketing and its application in the 2009
municipal elections in Oeiras. So we sought to clarify the concept of Political Marketing as
well as its present trends. We also established the social and political framework of the
country and municipality so that aware of the specifics of these elections we would be
allowed to identify the trends and processes implemented by the different political
organizations. To this end, we resorted to analysis of quantitative and qualitative polls, and
conducted interviews with the campaign managers of four political groups evolved. We also
interviewed a candidate in the 2005 municipal elections and an expert in the field of empirical
studies.
Through the analysis it was realized that despite of some amateurish, due to legal and
financial constraints, the principles and processes of Political Marketing were applied, at the
same time the methods and strategies identified are within the theoretical concepts presented
in the first phase of work. The winner, IOMAF, was recognized as the one that applied the
most efficient and comprehensive range of marketing tools. This, and the fact that the strategy
adopted was the most market-oriented, in accordance with the current trend in Political
Marketing, based on the strength of the positive features of their brand contributed to the final
result. Thus, it is considered that conditions are met so that in the future a Process of Political
Marketing in local elections adapted to the Portuguese reality can be defined.
