Ao longo das últimas quatro décadas, a preocupação com o desenvolvimento
sustentável tem vindo a intensificar, principalmente nas questões em torno dos recursos
naturais e da preservação do meio ambiente.
Actualmente, o consumo de energia está fortemente dependente dos combustíveis
fósseis e os líderes de todo o mundo juntaram-se para debater os problemas socio-ambientais
e definir uma política global de modo a alcançar um desenvolvimento ecologicamente
sustentável e alterar a corrente dependência dos combustíveis fósseis.
Portugal, através dos seus municípios, desde de cedo aderiu às políticas definidas pela
União Europeia em matéria de energias sustentáveis, com o município do Porto a integrar a
iniciativa. No seu Plano de Acção para Energias Sustentáveis, o município, elaborou um
projecto para a criação de uma nova utility para a cidade consistindo numa rede urbana de
energia térmica para a produção e distribuição de calor e frio, fornecida por centrais de alta
eficiência energética a gás natural, denominada RUTE.
A presente tese tem como objectivo identificar a melhor estrutura de capital para
investir na RUTE de modo a retirar a maior rentabilidade para os potenciais investidores.
O estudo consiste na identificação do peso dos capitais próprios e alheios na estrutura
de investimento, do veículo para canalizar o investimento no projecto, tendo sido analisados
dezoito cenários distintos. De facto os pressupostos e indicadores financeiros considerados na
análise efectuada comprovam que o recurso a capitais alheios tem impacto positivo na
viabilidade e rentabilidade do projecto, sem desconsiderar as necessidades de liquidez,
conforme é detalhadamente apresentado na presente tese.

For the past four decades, the concern about sustainable development has increasingly
intensified, mainly regarding the issues of biodiversity and the preservation of the
environment.
Currently, the primary energy use is strongly dependent on fossil fuels. Leaders
worldwide have worked towards the creation of a global policy in order to reach an
environmentally sustainable development and invert the current dependence on fossil fuels.
Since the beginning Portugal, under its municipalities, has joined the political
guidelines laid down by the European Union in terms of sustainable energy. Oporto was one
of the first municipalities to integrate the political initiative. In its Sustainable Energy Action
Plan, Oporto drew up a project to develop a utility consisting of a thermal energy distribution
network. This system, called “RUTE”, will combine the production and distribution of heat
and cooling, provided by trigeneration plants with high natural gas energy efficiency.
The present thesis aims to ruthlessly look for the capital structure for RUTE in order to
get the highest possible returns.
The case study consists of the identification of the relevant weight of equity and debt
in the capital structure, the appraisal of the investment vehicle, eighteen scenarios having been
screened. The assumptions and financial indicators used in the analysis prove that using
borrowed capital, without being excessive leverage, has a positive impact on the viability and
profitability of the project.
