O desafio que actualmente se coloca aos estudiosos da agricultura e do espaço rural é o da
redefinição das respectivas problemáticas, a qual passa pela centralidade que as questões
ambientais assumem nas sociedades contemporâneas.
De entre as linhas de investigação que contribuem para tal redefinição, tomou-se a da análise da
articulação entre agricultura, ruralidade e ambiente. A sua relevância social é tanto maior quanto
contempla os temas e problemas relacionados com a concepção e aplicação das políticas públicas
dirigidas ao sector agrícola e ao rural.
Esta tese tem por objecto central analisar a relação entre agricultura e ruralidade no Portugal
contemporâneo, bem como recensear e problematizar os principais problemas que hoje se
colocam ao desenvolvimento sustentável dos seus territórios rurais.
Argumenta-se que a situação da agricultura e do rural em Portugal pode constituir um conjunto
de “vantagens comparativas” para novas estratégias do respectivo desenvolvimento.
Para além da introdução e conclusões, a tese estrutura-se em seis capítulos. Nos dois primeiros,
faz-se a revisão da literatura e o enquadramento da pesquisa e nos restantes, a análise empírica.
Depois de caracterizar os principais sectores de agricultura antes da adesão de Portugal à CEE e
no limiar do século XXI, procede-se à análise do sector da agricultura pluriactiva e da aplicação
das primeiras medidas agro-ambientais, através de dois estudos de caso: um incidindo sobre a
agricultura tradicional e outro sobre a agricultura intensiva.
Conclui-se pela importância decisiva da manutenção da actividade agrícola para o
desenvolvimento sustentável de boa parte dos territórios rurais portugueses.

The challenge faced by those who study agriculture and (the) rural world is that of redefining
their terms, a redefinition that assumes the central role that the environmental questions take in
the contemporary societies.
Among the lines of research that give a contribution for such redefinition, it has been adopted that
of the articulation among agriculture, rurality and environment. Its social relevance is large
inasmuch as it contemplates the topics and problems related to the inception and application of
the public policies pertaining to the agricultural sector and the rural world.
This thesis aims at analyzing the relationship between agriculture and rurality in today’s Portugal,
as well as enumerating and questioning the main problems that nowadays face the sustainable
development of the rural territories.
It is argued that the situation of the agricultural sector and the rural world in Portugal can be the
basis of a set of “comparative advantages” for new strategies of their development.
In addition to the introduction and the conclusion, the thesis is structured in six chapters. In the
first two chapters, a revision of the literature and the placing in context of the research is made,
while in the remaining chapters an empiric analysis is performed. After presenting the features of
the main sectors of agriculture before Portugal joined the EEC and at the outset of the 21st
century, an analysis is made of the sector of pluriactive agriculture and of the application of the
first agro-environmental measures through two case studies: one pertaining to traditional
agriculture and the other pertaining to intensive agriculture.
The conclusion is drawn that the preservation of agricultural activity is crucial for the sustainable
development of a large part of the rural territories of Portugal.
