O impacto do regime transitório das transações intracomunitários do IVA e Portugal

Sendo o IVA um imposto que visa tributar o consumo de bens e serviços em muitos
países, e tendo este merecido uma especial atenção nas recentes propostas estratégias do
Estado Português na obtenção de maiores receitas, no sentido de combater a atual crise
económica, este tipo de imposto constitui-se como um instrumento vital de estudo, pelo que
se pretendeu ao longo deste trabalho, compreender quais os impactos do IVA nos resultados
da economia portuguesa. Neste pressuposto, foi necessário estudar alguns indicadores que
ajudam a medir o desempenho da economia Portuguesa ao nível do consumo de bens e
serviços, para se perceber de que forma poderá o IVA contribuir para atingir os resultados
desejados pelo Estado Português. Não obstante, apesar do seu caráter complexo e eficaz na
obtenção de maiores receitas, está ainda dotado de algumas deficiências, nomeadamente no
que respeita a questões de fraude. Como tal, estando o consumo de bens e serviços
intimamente relacionados com operações entre os países intracomunitários, foi necessário
analisar as considerações da Comissão Europeia e de alguns autores em matéria da tributação
intracomunitária, por forma a perceber de que maneira a vigente tributação no destino ou as
propostas de uma tributação na origem, poderiam afetar de forma positiva e negativa as
variáveis relacionadas com as receitas fiscais e as operações fraudulentas em Portugal. Assim,
dentro das principais conclusões para este tema, foi possível detetar que ainda muito se
poderá fazer para melhorar as potencialidades deste tipo de imposto.

As VAT become the way to tax the goods and services along many countries, and also
taken into consideration in the recent Portuguese strategies issued by the Portuguese
Government for obtaining higher revenues to lead against the current economic crisis, this
type of tax is constituted as an important instrument to be studied, so that, it was intended
throughout this work, to understand the impact of VAT in the results of the Portuguese
economy. For this purpose, it was necessary to study some indicators which might help to
measure the performance of the Portuguese economy at the level of the consumption of goods
and services, so as to verify how VAT can contribute to achieve the desired results by the
Portuguese state. Nevertheless, despite of its complex and efficient nature, in obtaining higher
revenues, is still endowed with some shortcomings, particularly with regard to fraud issues.
As such, as the consumption of goods and services is closely related to transactions between
the European Union countries, it was necessary to analyze the speeches of the European
Commission and some authors in terms of intra-community taxation, in order to understand
how the current destination taxation principle or the proposals for a origin taxation principle,
may affect in a positive and negative way, the variables of tax revenues and fraud transactions
in Portugal. Thus, within the main conclusions for this subject, we noticed that much can be
done so as to improve the potential of this taxation type.
