O Serviço de Urgência é a porta de entrada dos doentes ao Serviço Nacional de Saúde e
associado ao diagnóstico clínico, muitas vezes apresentam problemas sociais. O dilema do
Serviço Social Hospitalar, e especialmente, na Urgência, passa por fazer coincidir,
simultaneamente, a alta clínica e a alta social.
"Quais os obstáculos e desafios enfrentados pelos Assistentes Sociais a trabalhar neste
Serviço?" Foi esta a pergunta que motivou o desenvolvimento desta investigação. Sustentada no
enquadramento teórico, esta dissertação centra-se na intervenção do Assistente Social em
contexto de Serviço de Urgência Geral. A metodologia utilizada assenta no paradigma
interpretativo, lógica indutiva com recurso a abordagem qualitativa, complementada por
quantitativa. Numa primeira fase, é feita uma caracterização do utente sinalizado ao Serviço
Social. Numa segunda fase, através de entrevistas a Assistentes Sociais a trabalhar neste
contexto, analisamos a intervenção que é efetuada junto dos utentes/famílias e em interação em
equipa multidisciplinar, bem como com as instituições locais. Por fim, é feita uma análise dos
desafios enfrentados no âmbito do exercício das suas funções, bem como as dificuldades ao
nível intra e interinstitucional.
As dificuldades apresentadas neste estudo têm um impacto direto nos Assistentes
Sociais que diariamente lidam e tentam contornar as limitações com que se deparam para
garantir ao utente uma alta hospitalar com segurança e bem-estar. Esta investigação aborda esse
impacto, fazendo-nos questionar acerca da emergência de repensar práticas e respostas à
população mais vulnerável.

The Emergency Health Service is the patients' gateway to the National Health Service and,
along with the clinical diagnosis, often presents social problems. The dilemma associated with
hospital social services - particularly in the Emergency Room - is to be able to coincide the
clinical discharge and social discharge.
"What are the obstacles and challenges faced by Social Workers working on this Service?"
This is the question that motivated the development of this research. Sustained by the theoretical
framework, this dissertation focuses on the Social Worker's intervention in a general urgency
service context. The methodology is based on the interpretative paradigm and inductive logic,
using a qualitative approach, also complemented by a quantitative approach. In a first phase, a
description of the flagged health user is made to the Social Services. In a second phase, through
interviews with Social Workers working in this context, we analyzed the intervention that is
carried out with health users/families, in interaction with a multidisciplinary team, as well as
with local institutions. Finally, it's made an analysis of the challenges faced during the
performance of their functions, as well as the difficulties they found, at the intra and interinstitutional
level.
The obstacles have an impact on social workers who deal with this limitations daily and
try to work around them to ensure that the health user has a hospital discharge with safety and
welfare. This research addresses that impact, making us wonder about the urgency of rethinking
practices and responses to the population that's most vulnerable.
