Contemporary Challenges for Public Leadership
"At the end of this curriculum unit, trainees should be able to:
Identify the evolution of public administration in its different phases of mission and operationalization
Recognise the importance of citizen engagement within the framework of public service enhancement and interest
Be aware of the ethical principles governing public services and the responsibility that surrounds them
Recognise the importance of the leadership role concerning policy interface
Act as agents of change and modernisation, with a forward-thinking attitude that anticipates rather than reacts."
"Organization of public administration: structure, division of powers, and responsibilities of public bodies and entities.
Public interest and service enhancement: Relations between public administration and society, participation, social control, and dialogue between government and citizens.
Transparency and Accountability in Public Administration: Duties, obligations, and public servants, code of conduct, and transparency and accountability practices.
Contemporary Challenges: Contemporary challenges of public service, their identification, and the responsibility to contribute to the design, implementation, and evaluation of policies.
Technology and innovation in public service: Use of technologies to improve efficiency, quality, and transparency in the provision of public services.
Stages of prospective analysis: Identification of key change factors, scenario development, impact and risk analysis, definition of strategies, and action plans."

Have improved team management skills and enriched their knowledge portfolio on how to motivate and bring people together, fostering cooperative networking.

Know how to develop a strategy and utilize tools within the realm of design thinking to enhance results.
Utilize tools for managing the various phases of a project, enhancing its implementation.
Apply quality management concepts and understand the frameworks in place to guide and ensure procedures.
Be aware of their role in crisis management and the importance of having effective internal and external communication systems in constant readiness and use.

Good Governance Standard for Public Services
The following are learning objectives:
1- Understand the legal framework of public administration in Portugal;
2- Identify the main sources of public law;
3- Know the general principles of public administration;
4- Analyze the organization and functioning of the Public Administration in Portugal;
5- Know the legal framework and its evolution, particularly at the following levels:
-Organization of the State and the Public Administration
-Administrative Procedure
-People management
-State financial administration, the revenue cycle and public spending
-Public procurement
- GDPR
1-Organization of the State and Public Administration
Introduction to Public Administration;
Structure of the Portuguese State;
Central, Regional and Local Administration;
Independent administrative entities.
2- Administrative Procedure
Concept and objectives of the administrative procedure;
Stages of the administrative procedure;
General principles of administrative procedures;
Appeals and challenges to administrative acts.
3-Personnel Management in Public Administration
Bonds and guarantees of impartiality
Career, performance and remuneration management;
4- State Financial Administration
Principles of public financial administration;
State budget and its implementation;
The public revenue and expenditure cycle.
5- Public Procurement
Concept and objectives of public procurement;
Types of public contracts;
Public procurement procedures.
5- GDPR
Assessment is continuous and includes individual and group work, each valued at 50%:
Group Work - Pedagogical case solved and presented in a group.
Individual Work - Participation in an on-line discussion forum (15%) and presentation of arguments for and against solving specific
problems (15%). Completion of the exercises requested on the readings and exploration of the materials and theoretical concepts (20%)
There are two assessment periods for individual assignments. Failure to complete group or individual work will result in the student being subject to a special assessment period, where they will be assessed on an individual assignment (between 15 and 20 pages) to besubmitted online.
Project Seminar and Coaching for Public Leaders
"At the end of this curriculum unit, students should be able to have developed an applied project that involves various dimensions such as, among others, the legal and ethical framework of public administration, people management, and financial resources management.
In particular, they should demonstrate the ability to:
Identify a real problem, contextualized, qualified, and quantified.
Approach the problem from a conceptual, theoretical, and essentially practical standpoint.
Design policies and/or solutions, being able to anticipate their respective impact.
Define a plan for necessary resources."

"The assessment consists of evaluating the progress made from problem identification to its resolution approach, promoting continuous assessment based on personalized feedback to students.
At the end, students must give a presentation of their project, and they will be followed up in executive coaching sessions."
