This programme consists of two semesters of lecture courses and six semesters for the development of the thesis with guided research work.
The first-year curriculum is structured around the current problems in school administration and management and the education system in general. Various classes provide seminar spaces for identifying topics and objects of research, observation of Portuguese and international research projects and dialogues between actors who intervene in real-world contexts.
The field of Public Policy, within the Department of Political Science and Public Policy, serves as the central framework for the programme, as its various aspects all rely upon the study of public organizations and their administration and management. In the second, third and fourth years, candidates are expected to develop their theses, which is accompanied by a research Seminar in school administration and management and an international conference cycle. These aim to complement and support the research process, contributing to the candidates’ exposure to a broader academic context and other analytic perspective while developing their thesis. This development will be facilitated scientifically at CIES-Iscte, a cutting-edge Centre in the áreas of Sociology and Public Policy, among others.

Objectives
O1-Training. As is known, there are persistent qualification deficits in Portuguese society, along with difficulties in expanding advanced and successful schooling pathways, therefore this Doctorate programme proposes a contribution towards the provision of highly qualified agents, skilled to undertake reflection and action within the education system resorting to the tools of administration and management
O2-Knowledge. It shall also provide an outline of research and debate focused on the educational system, in its theoretical, methodological and analytical components, both national and internationally
O3-Transfer to society. To accompany the national and international agendas in the area of education, seeking to intervene in the discussion of its main issues in a reasoned manner, considering its theoretical and analytical benchmarks, contributing towards the development of the educational system and the improvement of results in schools
The main learning outcomes to be developed by students are in line with the European Qualifications Framework, based on the National Qualifications Framework. We propose:
LO1–To provide students with analytical and multidisciplinary skills, particularly in the areas of Public Policy, Administration and Management as essential tools for knowledge, planning and advanced intervention in schools or educational institutions;
LO2-To promote capacities of operative model design and definition that can be replicated in various educational contexts and compared in the framework of national institutions and from the international perspective;
LO3-To contribute towards the reinforcement of the capability to carry out informed intervention in the analysis, evaluation and management of educational policies and shool organisations, or those with educational purposes;
LO4-To promote skills for meaningful and autonomous research, respecting the established principles of academic quality and integrity.
courses.thesis
1) To enroll in the thesis unit, candidates must present an approved research project and their registration.
2) Thesis preparation must include the completion of a research project in the Centre for Research and Studies of Sociology (CIES) or, with the authorization of the directors of the doctoral programme, in another research centre.
3) As an alternative of equivalent requirement to the thesis, doctoral candidates may opt to produce a coherent compilation of relevant research publications that fall under the framework of public policy. These papers must have already been published in scientific journals with internationally recognized selection committees.
4) Either the preparation of the thesis or the compilation of articles must be supervised by an advisor with a PhD named by the programme directors for this purpose.
