O setor dos transportes é considerado um dos que emite mais gases poluentes para atmosfera. Em oposição aos tradicionais meios de transporte, a bicicleta pode trazer tanto benefícios ambientais, contribuindo para uma redução das emissões, assim como benefícios económicos e sociais. Desta forma, a criação de ciclovias é uma das soluções apresentadas para enfrentar problemas relacionados com a saúde e bem-estar dapopulação, excesso de tráfego e poluição. O presente estudo teve como principal objetivo a avaliação dos custos e os benefícios da utilização das ciclovias no concelho Lisboa, para os utilizadores e para a sociedade. A Análise Custo-Benefício foi o método adotado para procurar dar resposta ao problema de investigação, onde são contabilizados os custos e benefícios da utilização das ciclovias. Esta análise apresenta ser a mais adequada para analisar projetos já existentes, e permite que os benefícios e os custos sejam apresentados na mesma unidade de moeda, possibilitando a comparação de projetos diversos. Os impactos analisados incluem: utilização e manutenção dos veículos, tempo de viagem, saúde da população, construção e manutenção de ciclovias, acidentes rodoviários, e poluição atmosférica. Os resultados obtidos revelaram que a utilização da ciclovia é viável visto que os benefícios analisados são superiores aos custos. Conclui-se que é de elevada importância o incentivo à utilização das ciclovias de uma forma regular para que haja um retorno efetivo dos investimentos nas ciclovias.

The transportation sector is considered one of the biggest emitters of pollutant gases. In contrast to the traditional means of transport, the bicycle can bring both environmental benefits, contributing to a reduction of emissions, as well as economic and social benefits. Due to this, the creation of bicycle paths is one of the solutions presented to face problems related to the health and well-being of the population, excess traffic, and pollution. The main objective of this study is to evaluate the costs and benefits of using bicycle paths in Lisbon, not only regarding the users but also society as a whole. The cost-benefit analysis was the method used to answer the research problem, where the costs and benefits of bicycle path use are accounted for. This analysis is the most appropriate for existing projects and allows the benefits and costs to be presented in the same unit of currency, allowing the comparison of different projects. The impacts analyzed include the use and maintenance of vehicles, travel time, population health, construction and maintenance of bicycle paths, traffic accidents, and air pollution. The results revealed that using the bicycle lane is feasible since the benefits analyzed are greater than the costs. It is concluded that it is of high importance to encourage the regular use of bicycle paths to have an effective return on investment.
