A presente tese tem como objetivo analisar qual foi o impacto da política de Apoio ao Rendimento Extraordinário dos Trabalhadores (AERT), em particular na área da cultura e do serviço doméstico pois foram as áreas mais afetadas pela pandemia. Para tal foram formuladas três questões (i) compreender se a política alcançou os seus destinatários, (ii) averiguar se estes tinham conhecimento do apoio e ainda (iii) identificar se as entidades pertencentes ao Estado transmitiram a informação. Foi necessário auscultar: trabalhadores do Serviço Doméstico, trabalhadores da Área da Cultura, respetivas Associações/ Sindicatos dos dois setores e, por fim, especialistas convidados que tinham conhecimento de como a política em causa foi formulada e estava concebida. Foram efetuadas vinte entrevistas no total. O trabalho inicia-se com a análise do impacto que as políticas de apoio ao rendimento tiveram nos trabalhadores. De seguida, passou-se à compreensão dos diferentes graus de precariedade existentes e em como influenciam cada trabalhador. Por fim, chega-se ao AERT para sustentar a sua importância e dispor de uma melhor análise daquilo que está a ser estudado. Foi necessário a elaboração de uma tabela de decretos-leis referentes à política em causa, como também o uso do relatório feito pelo Laboratório Colaborativo para o Trabalho, Emprego e Proteção Social (Colabor) que aborda a temática. Em suma, finaliza-se com a discussão dos resultados das entrevistas e a respetiva conclusão geral.

This thesis aims to analyze the impact of the policy of Support to Workers' Extraordinary Income (AERT), particularly in the areas of culture and domestic service, as these were the areas most affected by the pandemic. To this end, three questions were formulated (i) to understand if the policy reached its addressees, (ii) to find out if they were aware of the support and also (iii) to identify if the entities belonging to the State transmitted information on the support in a clear and effective manner. It was necessary to interview: Domestic Service Workers, Cultural Workers, their respective Associations/ Trade unions in the two sectors and finally guest specialists who had knowledge of how the policy in question was formulated and conceived. The work begins with an analysis of the impact that income support policies have had on workers, followed by an understanding of the different degrees of precariousness that exist and how they influence each worker. In order to support the importance of AERT and to have a better analysis of what is being studied, it was necessary to elaborate a table of decree-laws referring to the policy in question as well as the use of the report made by the Collaborative Laboratory for Work, Employment and Social Protection (Colabor) that addresses the topic. In conclusion, the results of the interviews are discussed and an overall conclusion is drawn.
