Este trabalho versa sobre a cooperação internacional em nível educacional entre o Brasil e os países do continente africano, com particularidade para os PALOP. A partir dessa temática, discute-se como as relações raciais em nível doméstico podem impactar a formulação da agenda internacional brasileira para o continente africano. Estando estruturado como uma compilação de artigos, cada texto explora um aspecto relacionado ao tema principal, analisando uma política de cooperação educacional para o continente, o Programa de Estudante-Convênio (PEC), discutindo o panorama da formação profissional e da pesquisa acadêmica em Relações Internacionais o país e, por fim, apresentando uma ação pedagógica de abordagem da dimensão étnico-racial da política internacional. Seu objetivo foi evidenciar os vínculos existentes entre as relações internacionais e as questões étnico-raciais na definição da política externa brasileira para o continente africano, resultantes do contexto das relações raciais desiguais no país e que se refletem em sua atuação internacional, ainda que de maneira implícita. Para tanto, o PEC foi selecionado como objeto inicial por ser um programa de cooperação desenvolvido no espaço do país doador, provocando a imersão dos beneficiários no ambiente social brasileiro. Confrontando o debate teórico acumulado no campo das Relações Internacionais com a prática acadêmica no Brasil, argumentamos que a volatilidade das relações com continente africano se vincula com a capacidade dos grupos politicamente organizados de influenciar a definição da agenda internacional para aquele continente com base em sua maior ou menor preocupação com o efeito das questões étnico-raciais para a construção da política internacional.

This work analyses international cooperation at the educational level between Brazil and the countries of the African continent, particularly for the PALOP. Based on this theme, the discussion is how race relations at the domestic level can impact the formulation of the Brazilian international agenda for the African continent. Being structured as a compilation of articles, each text explores an aspect related to the main theme, analyzing an educational cooperation policy for the continent, the Student-Agreement Program (PEC), discussing the panorama of professional training and academic research in the country and, finally, presenting a pedagogical action to approach the ethnic and racial dimension of international politics. Its objective was to highlight the links between international relations and ethnic-racial issues in the definition of Brazilian foreign policy for the African continent, resulting from the context of unequal racial relations in the country and which are reflected in its international performance, albeit covertly. To this end, the PEC was selected as the initial object because it is a cooperation program developed within the donor country, provoking the immersion of beneficiaries in the Brazilian social environment. Confronting the theoretical debate accumulated in the field of International Relations with academic practice in Brazil, we argue that the volatility of relations with the African continent is linked to the ability of politically organized groups to influence the definition of the international agenda for that continent based on their greater or less concern with the effect of ethnic-racial issues on the construction of international politics.
