A presente dissertação tem como objetivo compreender como a avaliação dos fundos comunitários tem evoluído, em Portugal, entre 1989 e 2020. Paralelamente, procura sistematizar informação que possibilite preencher eventuais lacunas relativas à temática da avaliação no país. Para atingir os objetivos da investigação é realizada, primeiramente, uma revisão da literatura existente sobre a temática da avaliação e a sua aplicação ao contexto dos Fundos Europeus Estruturais e de Investimento (FEEI). Posteriormente, o estudo recorre a uma análise compreensiva, que utiliza como técnica de recolha de informação a análise documental. A análise é realizada em três etapas. Em primeiro lugar, é explorada a evolução das exigências legais dos Regulamentos dos Fundos Europeus. Em segundo lugar, é explorada a evolução das orientações gerais europeias e são destacadas marcas distintivas dos períodos de programação. Por fim, a investigação procede a uma análise de avaliações do segmento da educação e formação de adultos realizadas, em Portugal, entre 1989 e 2020. Através da investigação realizada, a dissertação conclui que a avaliação sofreu uma grande evolução, tanto ao nível da legislação europeia e das orientações gerais comunitárias, como da avaliação em Portugal.

The present dissertation aims to understand how the evaluation of community funds has evolved in Portugal between 1989 and 2020. At the same time, it seeks to systematize information that may fill potential gaps related to the evaluation theme in the country. To achieve the research objectives, firstly, a literature review on the evaluation theme and its application to the context of the European Structural and Investment Funds (ESIF) is conducted. Subsequently, the study employs a comprehensive analysis, using documentary analysis as an information collection technique. The analysis is carried out in three stages. Firstly, it explores the evolution of the legal requirements of the European Funds Regulations. Secondly, it delves into the evolution of the general European guidelines and highlights distinctive features of the programming periods. Finally, the research proceeds to an analysis of evaluations in the adult education and training sector conducted in Portugal between 1989 and 2020. Through the conducted research, the dissertation concludes that the evaluation has undergone significant evolution, both in terms of European legislation and general community guidelines, as well as in the context of evaluation in Portugal.
