Cada vez mais a historiografia das relações internacionais se tem debruçado sobre o estudo dos intercâmbios culturais. Inserido nessa área científica, este estudo vem abrir o caminho para a análise da troca de bolseiros entre Portugal e os Estados Unidos da América no período cronológico entre 1945 a 1952. Marcado pelo fim da Segunda Guerra Mundial e pela conjuntura anticomunista da Guerra Fria vivida por estes dois países, esta análise, assente grosso modo em documentação originada pelo Instituto para a Alta Cultura, procura demonstrar a relevância que, à semelhança dos dias de hoje, as bolsas de estudo têm, não só para o benefício dos bolseiros, mas também para o benefício que estas trazem para um Estado através dos conhecimentos adquiridos pelos bolseiros no estrangeiros e aplicados no seu país. Partindo de conceitos teóricos como o Soft Power e de aplicações práticas da política externa tal como o é a Diplomacia Cultural, este estudo trata das bolsas de estudo como uma “arma” do Estado que, apesar de não ser utilizada como forma de coação, serve como um meio de “propaganda” disfarçada. Desta forma, esta análise permite compreender a evolução, os objetivos e as características das bolsas de estudo permutadas entre o Portugal do Estado Novo e o norte da América liberal, no período pós Segunda Guerra Mundial.

The historiography of international relations has been, increasingly, addressing to the study of cultural exchanges. Inserted into this specific scientific field, this study opens up the way for the analysis of the exchange of scholarships and internships between Portugal and United States of America during the chronological period between 1945 and 1952. Marked by the end of the Second World War and by the early conjuncture of the Cold War, this analysis, based roughly on documents originated by the Institute for High Culture, seeks to demonstrate the importance that, like today, the scholarships have, not only for the benefit of the person that receives the scholarship, but also for the benefit that they could bring to a State through the knowledge acquired in the foreign country and applied in homeland. By using and applying the theoretical concept of Soft Power and the practical applications of foreign policy as it is the Cultural Diplomacy, this study deals with scholarships and internships as a "weapon" of the State. Although the “weapon” is not used as a mean of coercion, it serves as a mean of covert "propaganda". Thus, this analysis allows us to understand the evolution, objectives and characteristics of scholarships and internships exchanged between Portugal's Estado Novo and northern liberal America in the post-World War II period.
