As listas de espera para serviços de saúde representam um desafio global significativo, impactando a qualidade de vida dos utentes e a eficiência dos sistemas de saúde. Este problema é especialmente notável em regiões insulares como a Região Autónoma da Madeira, onde as limitações geográficas e de recursos intensificam as dificuldades no acesso a cuidados médicos. A investigação tem por base o Serviço de Saúde da Região Autónoma da Madeira (SESARAM, EPERAM), explorando as causas e impactos das listas de espera, assim como as estratégias para a sua redução. O objetivo é analisar a situação atual das listas de espera, identificar as suas causas, avaliar as políticas existentes e propor novas estratégias para melhorar o acesso e a gestão dos serviços de saúde. A abordagem metodológica inclui uma revisão da literatura, análise documental, e entrevistas semiestruturadas com dirigentes do SESARAM, EPERAM. A pergunta de pesquisa principal é se novas medidas legislativas podem reduzir significativamente as listas de espera. O estudo sugere que sim, e propõe recomendações como a gestão rigorosa dos tempos de resposta, fornecimento de informações claras aos utentes, e implementação de um programa especial de cirurgias. Destaca também a necessidade de adaptar os procedimentos ao contexto regional e a importância de uma gestão integrada das listas de espera. A pesquisa revela que a implementação de novas medidas legais pode ser eficaz na redução das listas de espera, e sugere que a abordagem utilizada pode servir de modelo para outras regiões com desafios similares.

Waiting lists for healthcare services represent a significant global challenge, impacting user´s quality of life and the efficiency of healthcare systems. This problem is especially notable in island regions such as the Autonomous Region of Madeira, where geographic and resources limitations intensify difficulties in accessing medical care. The research is based on the Health Service of the Autonomous Region of Madeira (SESARAM, EPERAM), exploring the causes and impacts of waiting lists, as well as the strategies for reducing them. The objective is to analyze the current situation of waiting lists, identify their causes, evaluate existing of policies and propose new strategies to improve access and management of health services. The methodological approach includes literature review, documentary analysis, and semi-structured interviews with directors of SESARAM, EPERAM. The main research question is whether new legislative measures can significantly reduce waiting lists. The study suggests so, and proposes recommendations such as rigorously managing response times, providing clear information to users, and implementing a special surgery program. It also highlights the need to adapt procedures to the regional context and the importance of integrated management of waiting lists. The research reveals that the implementation of new legal measures can be effective in reducing waiting lists, and suggests that the approach used can serve as a model for other regions with similar challenges.
