O presente estudo aborda a construção da narrativa das boas práticas para a integração de imigrantes num centro de acolhimento temporário em Lisboa, contextualizando o conceito de acolhimento e boas práticas com referência aos cenários político e económico actuais. O Centro Pedro Arrupe (CPA) acolhe imigrantes e deslocados do seu país de origem em situação de carência humanitária, ou seja, pessoas que encontram-se incapazes de cumprir com as necessidades básicas de alojamento, alimentação, vestuário, higiene, entre outros. A partir de um dos projectos em execução - Projecto de Tutoria Social - o estudo tem por objectivo explorar e acomodar as perspectivas/narrativas dos actores envolvidos e identificar as racionalidades e/ou paradigmas associados que conferem forma à intervenção no terreno. Para a realização do estudo foi privilegiado o método etnográfico com a realização de entrevistas semi-directivas com tutores, residentes e equipa técnica, observação participante, revisão da literatura, consulta a manuais de boas práticas e relatórios internacionais e a análise documental do projecto. Nas representações dos interlocutores, não obstante a pluralidade de significados e atribuições, é possível identificarmos três narrativas ou paradigmas dominantes para enquadrar o processo de integração e a conceptualização das boas práticas: o paradigma disciplinar, o paradigma da solidariedade e justiça social e o paradigma institucional. Importa referir que as diferentes representações ou paradigmas não são mutuamente exclusivos. Desta maneira, na perspectiva dos interlocutores, as boas práticas sustentam-se como um conjunto de medidas que promovam ações de respeito, mutualidade e responsividade, mas também de aquisição de competências e normas comportamentais.

The present study discusses the construction of the narrative of best practices for the integration of immigrants in a temporary reception center in Lisbon, contextualizing the concept of host and best practices with reference to the current political and economic scenarios. The Pedro Arrupe Center welcomes immigrants and displaced people from their home country in humanitarian distress, in other words, people who are unable to meet the basic needs of housing, food, clothing, hygiene, among others. From one of the ongoing projects - Project of Social Tutoring - the study aims to explore and accommodate the perspectives/narratives of the actors involved and identify rationalities and/or paradigms associated that give shape to the intervention on the ground. To accomplish the objectives of the study was privileged the ethnographic method, semi-directive interviews with tutors, staff and residents, participant observation, literature review, consultation of best practices manuals and international reports and analysis of the project´s documents. Through the representations of the key informants, despite the plurality of meanings and attributions made, it is possible to identify three narratives or paradigms to frame the process of integration and the conceptualization of best practices: the disciplinary paradigm, the solidarity and social justice paradigm and the institutional paradigm. It should be noted that the different representations and/or paradigms are not mutually exclusive. Thus, from the perspective of the key informants, the best practices sustain themselves as a set of measures to promote actions of respect, mutuality and responsiveness, but also the acquisition of skills and behavioral norms.
