A presente dissertação foca-se na temática dos refugiados e requerentes de asilo em Portugal, tomando como ponto de partida as condicionantes políticas que regulam o seu acolhimento, permanência e mobilidade, na perspectiva específica da saúde. A partir de um trabalho de campo realizado em continuidade – tanto no Centro de Acolhimento de Refugiados (estrutura integrante do Centro Português para os Refugiados), como já fora dele, acompanhando os percursos de vida dos requerentes de asilo – pretendo demonstrar quais as principais contradições entre a Lei de Asilo e a realidade vivida por pessoas em sofrimento. Apesar do seu número irrisório, comparativamente à maioria dos países do Espaço Schengen, mas também em relação à população imigrante e à população portuguesa, os refugiados e requerentes de asilo estão longe de poder usufruir plenamente de um acesso à saúde física e mental adequada às necessidades específicas de pessoas eventualmente traumatizadas por situações de guerra, conflito e demais atentados aos direitos humanos. A invisibilidade no contexto da sociedade portuguesa, e por vezes o deficiente apoio das instituições que assumem a responsabilidade da sua integração, aliados a serviços de saúde também inadequados para as suas particularidades, remetem-nos para uma sequência de sofrimento que contribui para uma maior dificuldade de integração.

This dissertation focuses on refugees and asylum seekers in Portugal. Departing from an approach to health, it reflects upon the political limitations and constraints that determine and regulate these individuals‘ arrival, permanence and mobility. Through continuous fieldwork conducted in and out of the Host Refugees Centre (a structure incorporated in the Portuguese Centre for Refugees, CPR) and by accompanying asylum seekers and listening to their life stories, I intend to demonstrate the existing contradictory aspects between the legislative level and the reality refugees and asylum seekers experience in the process of requesting and being granted asylum. Despite the derisive number of asylum seekers and refugees, comparatively to most other Schengen area countries, and inclusively in regard to the Portuguese and immigrant population, these individuals are far from fully accessing their right to adequate physical and mental health that attends their particularities, namely the eventual consequences of traumas related to the experience of warfare, conflicts as well as other Human Rights violations. Refugees and asylum seekers‘ invisibility in the Portuguese context and the uncertain support from institutions that are responsible for their integration, allied to the inadequacy of medical health services, constitute some of the reasons which enable the continuity of these individuals‘ suffering and enlarge the difficulties towards their integration. Nevertheless, the pursuit of a dignified future and the will to share their knowledge with the hosting society leads to situations in which these individuals refuse the victim label, thus investing in new forms of resilience, and claim for their rights within the Portuguese society.
