Políticas de desenvolvimento local no Alentejo: impactos da participação dos atores territoriais

As políticas de desenvolvimento territorial têm sofrido mudanças de paradigma ao longo dos anos,
tendo o território vindo a adquirir uma importância crescente para essas mesmas políticas. A
participação dos atores territoriais tem ganho um papel cada vez mais relevante, à medida que as
dinâmicas de governança se vão alterando.
Este estudo pretende refletir sobre o papel das autarquias e as suas estratégias de desenvolvimento
local e analisar de que forma os diversos atores com intervenção num território podem contribuir para
melhorar essas estratégias. Com recurso a uma metodologia de estudo de caso, foram selecionados
quatro municípios, nomeadamente Beja, Cuba, Évora e Serpa, para aprofundar a pesquisa. Através de
dados qualitativos e quantitativos, recolhidos junto das autarquias e da população, este estudo vem
demonstrar o valor do envolvimento e da cooperação entre autarquias, stakeholders e população. Por
fim, conclui-se que a importância atribuída às parcerias e à participação pública é notória, embora isso
não se revele necessariamente na prática. Não obstante, é reafirmada a relevância do envolvimento
dos atores para a melhoria das políticas de desenvolvimento.

Territorial development policies have gone through a paradigm shift over the years, in which the
territory has been acquiring an increasing relevance in those policies. The participation of the territorial
actors has gained an increasingly relevant role as the governance dynamics have changed.
This study intends to reflect over the role of the municipalities and their local development strategies,
and to analyze in which way the diverse actors that intervene in the territory are able to contribute to
the improvement of those strategies. Applying a case study methodology, four municipalities were
selected, namely Beja, Cuba, Évora and Serpa, in order to deepen the research. Through qualitative
and quantitative data, gathered from the municipalities and the population, this study demonstrates
the importance of the involvement and cooperation between the municipalities, the stakeholders and
the population. Overall, the importance attributed to the partnerships and to the public participation
is significant, even though that does not necessarily turn out to be the case in practice. Nonetheless,
the relevance of the actors’ involvement towards the improvement of the policies is reaffirmed.
