A reduzida participação das mulheres nos processos de desenho, desenvolvimento e utilização das tecnologias tem impacto na concepção dos produtos tecnológicos, que não atentam às especificidades entre homens e mulheres, não incorporando a dimensão de género. Este contexto reproduz um mundo tecnológico alicerçado num sistema de valores patriarcal, que serve todos, mas não compreende as necessidades de todos, tendo um efeito especialmente perverso na exacerbação das desigualdades de género, mas também sociais e económicas. O presente trabalho procura construir os alicerces teóricos e empíricos que sustentem e direcionem a criação do Plano para a Igualdade de Género a ser estabelecido no INOV– Instituto de Engenharia de Sistemas e Computadores Inovação –, instituto com incidência tecnológica e baixos níveis de participação feminina na área das Tecnologias de Informação, Comunicação e Engenharias. Para isso, tentará responder à pergunta: “Quais as principais razões socioculturais, políticas e económicas que levam à falta de participação feminina na investigação tecnológica no INOV?” e procurará traçar soluções que respondam à falta de representação feminina na investigação na área das TICE, nomeadamente no INOV. Este trabalho cruza os conceitos de Desenvolvimento Humano, Desenvolvimento Sustentável, Igualdade de Género e Investigação Tecnológica para compreender de que forma se correlacionam e influenciam mutuamente.

The reduced participation of women in the processes of design, development, and use of technologies has an impact on the creation of technological products that do not take into account the specificities between men and women and do not incorporate the gender dimension. This context reproduces a technological world based on a patriarchal value system, which serves everyone, but does not understand everyone's needs, having an especially perverse effect on the exacerbation of gender, but also social and economic inequalities. This work seeks to build the theoretical and empirical foundations to support the creation of the Plan for Gender Equality to be established at INOV – Institute of Systems Engineering and Innovation Computers –, institute with technological incidence and low levels of female participation in the field of Information Technologies, Communication, and Engineering. For this, it will try to answer the question: "What are the main sociocultural, political and economic reasons that lead to the lack of female participation in technological research at INOV?" and it will seek to devise solutions that respond to the lack of female representation in research in the area of ICT, namely at INOV. This work crosses the concepts of Human Development, Sustainable Development, Gender Equality, and Technological Research to understand how they correlate and influence each other.
