Assumindo que há um novo sistema de comunicação política participativa, com o devir das redes sociais no interior de paradigma do processo da democratização na Guiné-Bissau, este trabalho visa analisar a nova construção do processo político e democrática na Guiné-Bissau, face a evolução tecnologica dos novos media, que no âmbito das eleições gerais de 2019 condicionaram uma nova participação política no seio dos emigrantes guineenses residentes em Portugal. O objetivo deste estudo é de compreender a perceção da comunidade guineense residente em Portugal, sobre a importância dos debates políticos nas plataformas de comunicação online, principalmente no Facebook. Para atingir o objetivo de estudo foram adotados métodos qualitativos e descritivos para a análise dos dados. Os resultados deste trabalho indicam o seguinte: primeiro, existe o interesse de acesso a informação, sobre a situação socioeconómica e política da Guiné-Bissau, entre os imigrantes guineenses residentes em Portugal. Segundo, as redes sociais facilitam uma comunicação mais eficaz para os emigrantes não só para efeitos políticos, mas também em comunicação com os seus familiares. Terceiro, as redes sociais promovem a liberdade de expressão tendo em conta as práticas antidemocráticas e censura política. Quarto, existe uma discrepância entre os imigrantes guineenses residentes em Portugal, sobre a capacidade de identificar e processar as informações falsas ou verdadeiras. No entanto, isso demostra que é preciso um reconhecimento da necessidade de literacia digital, ou seja, é preciso apostar na literacia para os media e a literacia para as redes sociais no contexto social guineense.

Considering that there is a new participative political communications mechanism, with the development of social media within the paradigm of the democratization process in Guinea- Bissau, this work aims to examine the new construction of the political and democratic pro- cess in Guinea-Bissau, given the technological evolution of the new media, which conditioned new political participation among the Bissau-Guinean emigrants living in Portugal during the 2019 general elections. Therefore, the objective of this study is to understand the perception of the Bissau-Guinean community living in Portugal about the importance of political debates through online plat- forms, especially Facebook. To achieve the study objective, qualitative and descriptive meth- ods were adopted for data analysis. The results of this work indicate the following: first, there is an interest to access information, on the socio-economic and political situation of Guinea-Bissau, for Bissau-Guinean immi- grants living in Portugal. Secondly, social networks facilitate more effective communication for migrants, not only for political purposes but also regarding the connection with their fami- lies. Thirdly, social networks promote freedom of expression in the face of anti-democratic practices and political censorship. However, all this suggests the need for digital literacy awareness, that is, the need to invest in media literacy and social network literacy in the social context of Guinea-Bissau as a whole.
