Este projeto pretende servir de uma ferramenta, que possibilita as Forças e Serviços de Segurança (FSS) São-Tomense como parte integrante da Administração Pública (AP), acompanhar as reformas, reestruturações e inovações a partir de análise de uma proposta de modelo de gestão e a sua, eventual, aplicação á gestão das forças de defesa, proteção e segurança dos dirigentes do estado. As forças de defesa e serviços de segurança estando inseridas na AP, e submetidas constitucionalmente às determinações das políticas do governo é sem dúvida algumas instituições que ocupam um lugar particular, devido as suas missões e os valores nacionais que preservam. O Projeto tem por objetivo reorganizar e adaptar as unidades de segurança e de proteção dos órgãos de soberania, á atual realidade económica, social e política de São Tomé e Príncipe. Pretende-se através de Fatores de mudança organizacional elaborar uma proposta de modelo para a criação do Comando Autónomo de Defesa e Segurança do estado São-Tomense. A criação de um único órgão de segurança e proteção dos órgãos de soberania, permitirá criar uma estrutura mais forte e moderna, capaz de responder aos novos desafios em questões desegurança de pessoal e das instalações dos órgãos de soberania. Perceber quais são os principaisfatores de mudança organizacional que integram um modelo para a criação do Comando Autónomo de Defesa e Segurança do estado São-Tomense é o principal objetivo deste projeto. Neste contexto, torna-se necessário definir a sua estrutura e o âmbito das suas atribuições bem como a competência de cada serviço do Comando Autónomo de Defesa e Segurança do estado São-Tomense. O Comando Autónomo de Defesa e Segurança do estado São-Tomense, compreenderá Serviços, Destacamentos e Departamento Operacional de acordo com as suas especificidades. No que se refere aos serviços, além do gabinete de apoio, terá um conselho de deontologia na qual integra a secção de justiça e disciplina e, cada estrutura terá as suas competências definidas.

This project aims to serve as a tool, which enables the Forces and Services and Security (FSS) São Tomense as an integral part of the Public Administration (PA), to monitor the reforms, restructuring sands and innovations from the analysis of a proposal of management model and its, eventual, application to the management of the defense, protection and security forces of the leaders of the state. The defense forces and security services being inserted in the PA, and constitutionally subject to the determinations of government policies is undoubtedly some institutions that occupy a particular place, due to their missions and the national values they preserve. The project aims to reorganize and adapt the security and protection units of the organs of sovereignty, to the current economic, social and political reality of São Tomé and Príncipe. It is intended through Organizational Change Factors to develop a model proposal for the creation of the Autonomous Command of Defense and Security of the State of São Tomé. The creation of a single security and protection body of the organs of sovereignty, will create a stronger and more modern structure, capable of responding to new challenges in matters of security of personnel and the installations of the organs of sovereignty. Realizing what are the main factors of organizational change that are part of a model for the creation of the Autonomous Command of Defense and Security of the state of São Tomense is the main objective of this project. In this context, it is necessary to define its structure and the scope of its tasks as well as the competence of each service of the Autonomous Command of Defense and Security of the State of São Tomense. The Autonomous Command of Defense and Security of the state Of São Tomense, will understand Services, Detachments and Operational Department according to its specificities. With regard to services, in addition to the support office, it will have a deontology board in which it integrates the justice and discipline section and each structure will have its powers defined.
