Nesta tese, somos instigados a conhecer a construção processual e dinâmica da identidade territorial comunitária daquela que se autodenomina “comunidade culatrense”, através das narrativas dos habitantes do núcleo da Culatra, na Ilha da Culatra. No século XIX, a então Ilha dos Cães, inóspita aos assentamentos humanos, passa a ser destinada ao isolamento de viajantes, até tornar-se abrigo de um arraial que, aos poucos, vai se consolidando como povoamento piscatório, que convive com o movimento progressivo das areias e das marés, dando nova dimensão àquele espaço que “cresceu” substancialmente no século XX. Na década de 1980, assistem à entrada de Portugal na União Europeia, ao mesmo tempo em que são foco da iniciativa nacional de luta contra a pobreza, voltada às regiões socialmente vulneráveis. Paralelamente, a incorporação do território a uma área de proteção ambiental colocou em xeque a legitimidade da ocupação historicamente marcada. Neste momento, uma jornada de negociações e conflitos, que têm como centro uma reivindicação pautada na identidade territorial e comunitária, tenta equalizar as demandas locais às diretrizes globais. O resultado desse jogo de forças foi, em 2019, a concessão do direito a habitar, entretanto, transmissível apenas àqueles que mantivessem a atividade piscatória. Em trinta anos, a ilha passa de beneficiária da iniciativa de combate à pobreza para pioneira do projeto europeu para sustentabilidade. Uma iminente “virada ecológica”, que associa o patrimônio cultural às representações eco sustentáveis do lugar, ao mesmo tempo em que ancora a sua reivindicação de comunidade identitária culatrense.

This thesis presents the procedural and dynamic construction of the community’s territorial identity of what is understood as the comunidade culatrense (community of Culatra), through the narratives of the inhabitants of Ilha da Culatra's.The 19th Century inhospitable Ilha dos Cães (Island of Dogs) became place, used for travelers’ isolation, until it became the shelter of a village that, little by little, was consolidated as a fishing settlement, which coexisted with the progressive movement of sands and tides, giving a new dimension to that space that “grew” substantially in the 20th Century. In the 1980s, when Portugal join the European Union, they were the national initiative focus aimed to fight poverty in socially vulnerable regions.
