A tese de doutoramento que nos propomos realizar toma a ação interventora do Serviço Social nos domínios específicos da pobreza e da exclusão social como objeto de estudo. Analisar a intervenção do Serviço Social nestes fenómenos envolve a construção teórica de uma matriz capaz de orientar o olhar problematizante para a trama de relações que concorrem para a restrição das oportunidades dos indivíduos e para a sua vulnerabilidade social. O inventário crítico da produção teórica de diversas ciências sociais, sobretudo numa perspetiva de diálogo e articulação entre níveis de análise com graus de abstração diversos, é, desde logo, fundamental para detetar até que ponto as práticas de Serviço Social são, ou não, sustentadas por hipóteses e programas operacionais coerentes com a análise científica dos problemas. Estabelecer diálogo e articulação entre diferentes enfoques da mesma realidade, neste caso a pobreza, procurando saber como as suas diferentes dimensões se condicionam e reforçam mutuamente, é uma condição necessária para explorar sinergias entre as intervenções dos distintos profissionais e instituições que operam no terreno junto dos mesmos indivíduos. A cientificidade das práticas de Serviço Social começa pela construção do objeto de estudo/intervenção que, sublinhe-se, não se confunde com a mera enumeração dos problemas evidenciados pelas pessoas. O fundamental é compreender como são produzidos esses problemas que são muitas vezes tomados como evidentes e proporcionar ferramentas de análise aos que os vivenciam, a fim de que estes possam ser sujeitos de alguma transformação das suas próprias vidas. Os problemas enfrentados pelo Serviço Social requerem modelos de intervenção adequados com as análises teóricas dos problemas. As práticas do Serviço Social são condicionadas por uma pluralidade de dimensões desde a política social, aos contextos organizacionais em que se enquadram, passando pela formação académica e pelo compromisso que os assistentes sociais estão disponíveis a assumir na relação com os assistidos. Esta trama de fatores coloca o Serviço Social num espaço desafiador, pressionado, por um lado, para exercer o controlo social sobre os mais vulneráveis e, por outro lado, em desenvolver uma advocacia social empenhada na defesa dos direitos sociais da pessoa.

The doctoral thesis that we propose to carry out takes the intervening action of Social Work in the specific domains of poverty and social exclusion as an object of study. Analyzing the intervention of Social Work in these phenomena involves the theoretical construction of a matrix capable of guiding the problematizing gaze towards the network of relationships that contribute to restricting individuals' opportunities and to their social vulnerability. The critical inventory of the theoretical production of various social sciences, especially from a perspective of dialogue and articulation between levels of analysis with different degrees of abstraction, is, from the outset, fundamental to detect to what extent Social Work practices are, or are not, sustained by hypotheses and operational programs consistent with the scientific analysis of the problems. Establishing dialogue and articulation between different approaches of the same reality, in this case poverty, seeking to know how its different dimensions condition and mutually reinforce each other, is a necessary condition to explore synergies between the interventions of different professionals and institutions that operate in the field with the same individuals. The scientific nature of Social Work practices begins with the construction of the object of study/intervention which, it should be emphasized, is not to be confused with the mere enumeration of the problems highlighted by people. The fundamental thing is to understand how these problems are produced, which are often taken as evident, and to provide analysis tools to those who experience them, so that they can be subjects of some transformation in their own lives. The problems faced by Social Work require appropriate intervention models with theoretical analysis of the problems. Social Work practices are conditioned by a plurality of dimensions from social policy to the organizational contexts in which they are framed, through academic training and the commitment that social workers are available to assume in their relationship with those assisted. This web of factors places Social Work in a challenging space, pressured, on the one hand, to exercise social control over the most vulnerable and, on the other hand, to develop social advocacy committed to defending the person's social rights.
