A reestruturação dos modelos de Estados-providência na Europa e a reconfiguração ao níve l da protecção social no desemprego tem sido objecto de estudo na literatura económica e sociológica e igualmente objecto de discussão ao nível das instâncias políticas em Portugal e na Europa. O presente estudo pretende ser um contributo para a análise das tendências de evolução das políticas de protecção social no desemprego em Portugal, ao longo dos últimos dez anos. Estudos recentes apontam para um aumento do desemprego em ligação com o fraco crescimento económico e para a crescente introdução de medid as mais restritivas e aparentemente direccionadas para o rápido regresso dos desempregados ao mercado de trabalho. A reconfiguração das políticas de protecção social no desemprego tem obedecido a uma visão que se focaliza nas obrigações dos desempregados, em detrimento dos seus direitos. Portugal parece seguir esta tendência. A pressão resultante da integração da moeda única, a crise internacional aberta em 2008 e o contexto de recessão económica em que o país se encontra actualmente, têm contribuído para d iminuir a protecção social no desemprego, o que aliado às imposições de redução da despesa pública e correcção do défice orçamental, recoloca no centro do debate o actual papel do Estado Social.

The restructuring of the Welfare State models in Europe and its reconfiguration in terms of the social protection for the unemployed, has been the subject of study in economic and sociological literature and also the su bject of discussion of the political instances in Portugal and Europe. The present study is intended as a contribution to the analysis of trends of development of unemployment social protection policies in Portugal, over the past ten years. Recent studies point to an increase in unemployment combined with low economic growth and to the increasing introduction of more stringent measures, apparently targeted for the quick return of the unemployed to the labour market. The reconfiguration of social protection policies regarding unemployment has been in line with a vision which focuses on the obligations of the unemployed to the detriment of their rights. Portugal seems to follow this trend. The pressure resulting from the integration in the single currency, the international crisis opened in 2008 and the context of economic recession in which the country is currently immersed have contributed to the decrease in unemployment benefits, a fact that combined with the imposed reductions in public spending and correct ion of the deficit, repositions at the heart of the debate the current role of the Welfare State.
