A dissertação parte do debate teórico em torno da democracia, privilegiando neste debate as formas de participação nos processos de produção de uma legitimidade pública do poder político. Discute-se as políticas de participação ao nível municipal analisando o poder local como instrumento para re-problematizar o pensamento político, ensaiar novas experiências de desenvolvimento e novas responsabilidades de democratização. Faz-se o enquadramento histórico, político e conceptual do Orçamento Participativo, discutindo a sua contextualização política no debate sobre a democracia e participação. O estudo empírico centra-se na experiência de aplicação do Orçamento Participativo em Portugal na autarquia de Palmela e no Brasil na autarquia de Belo Horizonte. Analisa-se o discurso sobre a participação no OP por parte de quem tem poder no desenvolvimento do processo: eleitos, técnicos e lideranças comunitárias; como decorre o processo participativo e quais os resultados que se obtêm. Procura-se averiguar quais são os factores que levam o governo a desenvolver uma política de participação da sociedade civil na definição das prioridades de investimento municipal. E em que medida a participação do cidadão no contexto do Orçamento Participativo influencia o processo de tomada de decisão e contribui para o reforço da legitimidade do sistema democrático e eficácia da gestão pública local.

The dissertation starts with theoretical debate about democracy, focusing in this debate on the forms of participation in the processes of producing a public legitimacy of political power. It discusses the politics of participation at the municipal level, analyzing local power as an instrument to re-examine the dialogue about political thought, and to teach new experiences of development and new responsibilities of democratization. It gives the historical, political and conceptual setting of the participatory budget, discussing its political contextualization in the debate about democracy and participation. The empirical study centres on the experience of applying the participatory budget in Portugal in the autarchy of Pamela, and in Brazil in the autarchy of Belo Horizonte. It analyses the discourse about the participation in the participatory budget by those who have power in the development of the process, the elected, experts and community leaderships; how the participatory process happens and which ones of the results it obtains. It seeks to investigate what are the factors which lead the government to develop a policy of participation by civil society in working out the priorities of municipal investment, and to what extent the participation by citizens in the context of participatory budget influences decision making and helps to re-enforce the legitimacy of the democratic system and the effectiveness of local public management.
