O presente estudo tem por objecto conhecer os impactos resultantes do processo de realojamento do bairro de habitação social – Casal da Mira, localizado no Município da Amadora, através da forma como este foi vivido pelas mulheres e a consequente apropriação e adaptação ao novo contexto. Estes processos podem levar à transformação do modo de vida das famílias numa lógica de promoção e mobilidade social ou, pelo contrário, podem desencadear problemas que dificultam a inserção social da população realojada. A prática dos assistentes sociais, em contexto de bairro de habitação social, integra também o objecto de estudo da presente pesquisa, no sentido de identificar modelos e estratégias de intervenção do Serviço Social nestes contextos. A amostra do estudo foi constituída por vinte e três mulheres residentes no bairro Casal da Mira e onze assistentes sociais com intervenção em bairros de habitação social. Privilegiou-se o contacto directo com as mulheres, no seu contexto residencial e social, facilitando uma aproximação e conhecimento da realidade do bairro. Através da pesquisa, constatou-se que a localização, configuração e dimensão do bairro Casal da Mira, associadas à deficiente rede de transportes, falta de equipamentos sociais, espaços de convívio e lazer, bem como a ausência de comércio local de proximidade constituíram constrangimentos ao desenvolvimento de redes de convívio e sociabilidades locais, dificultando a adaptação e apropriação do novo espaço e a própria integração social da população no tecido urbano, evidenciando que o urbanismo e as políticas urbanas, aliados a processos não participados, podem dar lugar a uma segregação socio-espacial e a contextos de desigualdade. De acordo com os resultados do estudo, baseado nos testemunhos das mulheres e das assistentes sociais, com o correspondente enquadramento teórico, conclui-se que a intervenção do Serviço Social deve assentar numa abordagem holística, integrada, multidimensional e territorializada, com o envolvimento e participação dos actores locais, devendo privilegiar um enfoque nas mulheres, pelo papel que desenvolvem na família e na comunidade, promovendo o aumento das suas capacidades e competências, na perspectiva da sua capacitação e empowerment.

This thesis intends to know the impact resulting from the process of resettling people from the social neighbourhood - Casal da Mira, located in the municipality of Amadora, through the way it was experienced by women and their appropriation and adaptation to the new context. These processes may change the way of life of these families, under a perspective of social promotion and mobility or, on the contrary, they may trigger new problems making the insertion of the resettled population more difficult. The social workers’ practice in social-housing context is part of the study object of this research, to identify models and intervention strategies of Social Work in these contexts. The study sample was composed by twenty-three women, living in Casal da Mira neighbourhood and eleven social workers with intervention in neighbourhoods of social-housing. We focused on direct contact with women in their social and residential context, which facilitated a close approach and knowledge of the reality in the neighbourhood. Through this research we became aware that the location, configuration, dimension of Casal da Mira neighbourhood, associated to a poor transports network, lack of social facilities and leisure spaces, beyond the non-existing local trade were severe constraints to the development of networks of local socializing; it also made it difficult for people the adaptation and appropriation of the new space and even the social integration in the urban space. According to the results of this study, based upon the witness of women and social workers, with the corresponding theoretical framework, we come to the conclusion that Social Work must be based upon an holistic, integrated, multidimensional approach, with the participation and involvement of local actors, privileging the focus on women due to the role they perform in family and community, promoting the increase of their abilities and skills in the perspective of their qualification and empowerment.
