Os conflitos em África nunca foram alheios à Europa, por isso, o desenvolvimento da boa cooperação entre a União Europeia (UE) e a União Africana (UA) nesse domínio constitui um passo importante na relação mantida entre estas duas entidades. Aqui, ambas assumem que é na diminuição ou mesmo na abolição dos conflitos que assentam as bases necessárias para o sólido desenvolvimento desta parceria, uma vez que é mais do que reconhecido que uma África sem conflitos gera, porventura, alguma tranquilidade à Europa. Tendo isto em conta, penso que este estudo poderá ser relevante na medida em que assenta precisamente na cooperação criada pelas duas uniões no âmbito da defesa e segurança, com o propósito de colmatar as fragilidades relacionadas com o tema segurança, que apesar de predominar em África, pode igualmente afetar a Europa. Assim, tentou-se perceber, através da análise de documentos oficiais, a forma como a UE se comporta enquanto ator de segurança, sobretudo tendo a UA como parceiro, tendo-se verificado alguma predominância de construções ideológicas que a colocam numa hierarquia de supremacia face à sua homóloga. A tomada de posição por parte da UE poderá não só evidenciar as aspirações que a instituição tem a nível da política externa, e aqui fala-se essencialmente da projeção da Actorness, enquanto do lado da UA permitirá, eventualmente, a consciência da necessidade de desenvolver mecanismos de atuação cada vez mais eficazes, de forma colmatar os défices ainda existentes a nível de segurança e defesa.

The conflicts in Africa were never alien to Europe, and as a result, the development of a healthy cooperation between the European Union EU) and the African Union (AU) in this regard constitutes an important step in the relation maintained between the two entities. Here, both assume that the reduction or even the abolition of the conflicts is the basis necessary for a solid development of this partnership, as it is well established that an Africa without conflicts begets a more tranquil Europe. With this as a foundation, I believe that this study can be relevant precisely for the cooperation created by the two unions in the scope of defense and safety, with the purpose to rectify the fragilities related to security, that even though predominate in Africa, can by equal measure affect Europe. Here, I have tried to understand, through analysis of official documents, the way the EU conducts itself as an actor of security, especially with the AU as a partner, while trying to verify any predominance of ideological constructions which puts it in a hierarchy of supremacy with its counterpart. The position taken by the EU will not only show the aspirations that the institution has at the level of external policy, and here one speaks essentially in the projection of a Atorness, while on the side of the AU it will permit, eventually, the consciousness of necessity to developII more and more efficient mechanisms for acting, to be able to rectify the deficiencies still existing at the level of security and defense.
