Compreender até que ponto a falta de autonomia legislativa foi superada com a força
política dos eleitos para a Câmara Municipal de Lisboa (CML), proporciona-nos uma
visão sobre a mudança de paradigma que o país passou a ter em relação ao papel dos
seus representantes locais.
O 1.º Congresso Municipalista da história de Portugal, organizado em 1909, foi uma
“pedrada no charco” na articulação do movimento autárquico nacional.
Esta dissertação pretende aferir de que forma as áreas da educação e instrução foram
uma prioridade na CML, entre 1908 e 1910, e de que modo o impacto das decisões
municipais lisboetas desgastou politicamente a monarquia constitucional em Portugal.

Understanding to what extent the lack of legislative autonomy has been overcome with
the
political strength of those elected to the Lisbon City Council (CML),
offers us an insight of the paradigm shift that the country began to have
relatively to the role of their local representatives.
The 1st Municipalist Congress in the history of Portugal, organized in 1909, made waves,
and impacted the articulation of the national autarchic movement.
This dissertation intends to assess how the area of education and instruction was a
priority at CML between 1908 and 1910,
and how the impact of Lisbon's municipal decisions politically eroded the constitutional
monarchy in Portugal.
