A génese deste trabalho de projeto tem como alicerce contribuir para a melhoria da qualidade da Administração Pública Santomense. A Administração Pública tem como obrigação a satisfação do interesse coletivo, respeitando, assim, os direitos constitucionalmente salvaguardados em defesa dos cidadãos. Em S. Tomé e Príncipe, o Controlo Parlamentar das Finanças Públicas, está constitucionalmente salvaguardado pela Constituição e pelas leis da República Democrática de São Tomé e Príncipe. No entanto, importa aqui referir que, em S. Tomé e Príncipe, não é difícil observar que o controlo público e a responsabilidade de controlar o bem público estão apenas consagrados institucionalmente. As instituições de controlo dos recursos coletivos, consagrados na orgânica constitucional e na realidade administrativa, como controlo parlamentar das finanças públicas, apresentam-se aos cidadãos como algo que, certamente existe, mas que pouco se pratica, a começar pela autoridade política, nos seus vários níveis institucionais. O Controlo Parlamentar das Finanças Públicas, tema deste trabalho de projeto, está no centro da responsabilidade pelos atos públicos. Esta centralidade é por demais importante, no que se refere aos procedimentos e comportamentos, porque afeta a produção de confiança e de legitimidade dos cidadãos, face ao sistema democrático. Neste sentido, urge a necessidade de uma verdadeira reforma da Administração Pública Santomense.

The genesis of this project work is based on contributing to the improvement of the quality of Public Administration in São Tomé. For, the Public Administration has the obligation to satisfy the collective interest, thus respecting the rights constitutionally safeguarded in defense of citizens. To this end, in Sao Tome and Principe, parliamentary control of public finances is constitutionally safeguarded by the Constitution and the laws of the Democratic Republic of Sao Tome and Principe. However, it is important to note here that, in Sao Tome and Principe, it is not difficult to observe that public control and the responsibility to control the public good is only institutionally consecrated. But, however, the institutions of control of collective resources, enshrined in the constitutional framework and administrative reality, as parliamentary control of public finances, are presented to citizens as something that certainly exists, but is practiced little, starting with the political authority, at its various institutional levels. Parliamentary control of public finances, the subject of this project work, is at the center of accountability for public acts. This centrality is all the more important, with regard to procedures and behavior, because it affects the production of confidence and legitimacy of citizens vis-à-vis the democratic system. In this sense, there is an urgent need for a true reform of the santomean Public Administration.
