O objetivo deste trabalho de dissertação é conseguir explicar como uma lei, lei 2027 de 1948, que institui a proibição da dobragem, se manteve em vigor até 1993. É nosso propósito descrever qual o ambiente intelectual e político que favoreceu a proibição da dobragem. Para este objetivo procedeu-se à análise documental da legislação produzida, dos Diários dos debates na Assembleia Nacional e Assembleia da República, da imprensa especializada, e realizaram-se entrevistas com parlamentares, responsáveis políticos e profissionais de cinema e audiovisual. Concluiu-se que passados 40 anos sobre o 25 de Abril de 1974, que instaurou a democracia em Portugal, o ambiente continua adverso à dobragem apesar de esta ter sido legalizada em 1993 e é atualmente utilizada quase exclusivamente para programas infanto-juvenis.

The aim of this dissertation is to explain how a law, law 2027 of 1948, establishing the prohibition of dubbing, remained in force until 1993. Our purpose is to describe the intellectual and political environment that favored the ban on dubbing. To cope within this objective we had to do a documental analysis of the legislation, the debates registered on the Diaries of the old National Assembly and of the democratic Parliament, the specialized press, and we made some interviews with parliamentary members, political officers and professionals of cinema and audiovisual. The conclusion is that past 40 years after the April 25, 1974, which introduced democracy in Portugal, the environment remains adverse for dubbing despite it has been legalized in 1993 and is currently used almost exclusively for children’s programs.
