O tema da presente dissertação é a mulher na carreira diplomática no âmbito da Diplomacia como instrumento pacífico da Política Externa Portuguesa. O período cronológico em análise vai desde 1974, ano em que ocorreu o primeiro concurso em que as mulheres tiveram acesso à carreira diplomática, até 2004. Durante esse período verificaram-se alterações profundas na representatividade das mulheres na carreira diplomática. Pretende-se com este trabalho fazer um estudo comparativo sobre a evolução na carreira diplomática entre géneros, tentando compreender as razões porque até ao ano 2004 não houve nenhuma mulher que atingisse o topo de carreira, ou seja, a categoria de embaixadora, e tentando também compreender quais os factores em causa que concorreram para uma tão reduzida participação feminina na esfera diplomática. Com base em estudos de género procurou-se compreender os factores limitadores e inibidores que ainda hoje permanecem na sociedade e que restringem a plena participação das mulheres na vida social, económica e política. Para além de toda a informação de natureza bibliográfica, recorreu-se a uma análise dos diversos diplomas que legislaram e regulamentaram a carreira diplomática no referido período; a uma pesquisa nos Diários do Governo e da República sobre os diversos concursos que deram acesso às mulheres à carreira diplomática, assim como uma pesquisa nos diversos Anuários Diplomáticos e Consulares do Ministério dos Negócios Estrangeiros; efectuou-se também um inquérito por questionário às diplomatas que acederam à carreira diplomática durante o período em análise, permitindo assim incluir no estudo a percepção daquelas que se encontram em situação privilegiada para avaliar as diferenças de género na carreira.

The theme of this essay is women in the diplomatic career in the field of Diplomacy as a peaceful instrument of Portuguese foreign policy. The time period under analysis is from 1974, the year of the first admission contest in which women had access to diplomatic career, until 2004. During this period there were deep changes in the representation of women in diplomatic career. It is intended with this work to make a comparative study on the evolution of gender in the diplomatic career, trying to understand why, by the year 2004, there were no women to reach the top of the career, that is, to reach the category of ambassador, and also trying to understand which factors involved contributed to a very low female participation in the diplomatic sphere. Based on studies of gender, we tried to understand the limiting factors and inhibitors that still remain in society and that restrict women's full participation in social, economic and political life. In addition to all the types of bibliographic information, several acts that legislate and regulate the diplomatic career in that period were analyzed; a research in the Government’s and the Republic’s Diaries on the various admission contests which gave women access to diplomatic career was made; also, various Diplomatic and Consular Yearbooks of the Ministry of Foreign Affairs were observed; a questionnaire to diplomats who acceded to the diplomatic career during the period was also made, thus allowing the study to include the perception of those who are in a privileged position to evaluate gender differences in the career.
