Face às enormes dificuldades que se perspectivam para o Estado Providência manter as actuais coberturas sociais, tendo em conta a crise económica e financeira que se faz sentir, com o elevado número de empresas a falir, a taxa de desemprego a crescer e a crise social a alastrar com o aumento de Pobreza e Exclusão Social, tornou-se fundamental realizar um estudo sobre a extensão e a natureza dos Sistemas de Financiamento das IPSS e a sua relação com o Estado Providência em Portugal. Actualmente, a viabilidade económica e financeira constitui um dos grandes desafios que se colocam à generalidade das Organizações sem Fins Lucrativos que integram a Economia Social e Solidária, devido à necessidade e à dificuldade em conseguirem novas fontes de financiamento que amenizem a continua redução de apoios por parte do Estado Providência. Assim, nos primeiros capítulos desta investigação, pretende-se enquadrar o contexto em que as IPSS estão inseridas, as principais razões para a sua existência, os conceitos teóricos que lhe estão associados, a sua análise tendo presente que são instituições com uma actuação fundamental na implementação da Acção Social e a apresentação de estudos e medidas que ajudem a entender e a resolver as problemáticas de natureza económica, social e ambiental que incidem sobre as IPSS. Por fim, aplicaram-se estudos de caso com o objectivo de caracterizarem o sistema de financiamento das IPSS e a forma como estas instituições se relacionam com o Estado Providência no nosso país.

Given the enormous difficulties that lie ahead for the welfare state to maintain the current social coverage, taking into account the economic and financial crisis that is felt with the large number of companies to go bankrupt, unemployment and growing social crisis spreading with increasing poverty and social exclusion, it became important to perform a study on the extent and nature of Financing Systems of IPSS and its relation to the welfare state in Portugal. Currently, the economic and financial viability is a major challenge facing the majority of non-profit organizations that make up the Social Solidarity Economy, due to the necessity and difficulty in achieving new sources of funding for alleviating continuous reduction of support by the welfare state. In the first chapters of this research is intended to frame the context in which the IPSS are inserted, the main reasons for their existence, the theoretical concepts associated with it, its analysis keeping in mind that institutions are a key action in the implementation of social Action and the presentation of studies and measures to help understand and solve the problems of economic, social and environmental focus on the IPSS. Finally, we applied case studies in order to characterize the financing system of the IPSS and how these institutions relate to the welfare state in our country.
